This question must be answered as “Emphatically No.” He has no power of his own to give.  He is only the origin and anchorage of the wrong principle, which we in the world of matter refer to as the evil principle, the Luciferian principle, the principle of temptation, etc. This principle knows no goodness, no love,  no compassion.

In spite of the havoc he is causing among mankind, Lucifer who we call the devil cannot even be called an embodiment of evil principle for that would imply that in him, evil has been given life, flesh and blood. Evil cannot be endowed with life and Lucifer’s principle cannot take root beyond this part of Creation.

As an act of love of the Almighty Father for the developing spiritual in the World of Matter, Lucifer was sent out here to guide and lovingly tend the human couple in the Will of the Father but he developed a will of his own, acted in his own will and threw the principle of temptation onto the human couple instead of helpful, supporting love inherent in true service he was meant to give. This is contrary to the order of things as Willed by the Father of All. Thus Lucifer fell.  

Many of us had indeed correctly read that Lucifer is a fallen Archangel, but he could not have been able to fall in the proximity of the Almighty, for around Him and even worlds from His proximity, only His Will prevails. Every entity that took on form at vast distances beyond our world like the Archangels, the Elders and the Angels; all swing in His Will. They know no other.  Human Beings in this vast distance from the proximity of the Father are meant to develop to the point where we perpetually act and swing only in His Will.

But to say that Lucifer is a Source of Power in Creation is nothing but a gross error,  for it would imply that two powers, thus two rulers ruling the worlds; a good one and an evil one.                                                       

No way! I recoil with revulsion at such a thought. There is but ONE Power, ONE Creator, Only ONE Source of Power traversing the Worlds; the Almighty God.

Lucifer can only tempt and lure, he cannot force man to do his will unless one has decided to do so through one’s own free will.  He can only tempt one to develop the evil principle and once one falls into his temptation one becomes one of his minions. Indeed, man has a stronger footing in the World of Matter than Lucifer.  Man has been adequately equipped by the Creator to develop here as willed by Him, hence with a firm conviction in his Creator, Lucifer cannot sway man.

Human beings, who out of their free will tend towards Lucifer’s principle cannot but become homogenous with him and his principle. They are thus connected to the strong anchorage and center of darkness in him.  A joint volition is  naturally stronger than each of its  components. The resultant synergy is thus stronger than that of the individual connected to Lucifer. This results in an apparent sense of drawing of power from Lucifer.  

Let it be said again!  Lucifer is incapable of sourcing out power.  No doubt he was delegated some power by the Almighty when sent out to support man in his development in the world of matter.  He is not the source of this power and it does not belong to him.

May we all draw from the Lord Jesus Christ who powerfully rebuked Lucifer when he dared to tempt Him.
